Since 1995, Austria has been an active participant in implementing the European initiative LEADER (Liaison Entre Actions de Développement de l‘Economie Rurale) for the development of the rural economy. The main objective is the support of innovative activities in disadvantaged regions.
mecca offers:
Based on the LEADER initiative of 2007-2013, the establishment of "Learning Regions" is a key objective within Austria. The preparation and implementation of a regional learning strategy should strengthen lifelong learning and support the regional knowledge management.
mecca offers a modular concept in cooperation with the Lower Austrian Organisation for Adult Education in Rural Areas [Niederösterreichisches Bildungs- und Heimatwerk (BHW NÖ)]: Only those components which cannot be managed within the region (survey of education demand, wording of the regional learning strategy, education programmes etc.) are prepared by the cooperative working group of mecca/BHW NÖ.
We support public authorities in preparing development plans and programmes for federal states, regions or concerning specific economic sectors.

Today, many tasks cannot be handled by any single municipality. Intense cross-community cooperation of the various stakeholders is needed to overcome the challenges.

Due to declining birthrates and the increase in life expectancy, there is a major shift in the age demographic of our population. The effects of this are especially acute in outlying areas where they suffer from the addition strain of the emmigration of their youth who are attracted away by more dynamic opportunities elsewhere. They are faced with problems including: a rapidly aging demographic, shrinking population, housing vacancies and inefficient resource utilization.
meccas supports municipalities and regions in finding innovative ways to overcome these challenges.
