Cross-Border Cooperation: The European Territorial Cooperation

European Grouping of Territorial Cooperation - EGTC 

In the current funding period of 2007-2013 the "European Territorial Cooperation" replaces the former initiative INTERREG within the European structural policy.

ETC Programming:


Within this framework, European member states have to prepare Operational Programs in order to receive financial support for cooperative projects with their neighbouring countries.


mecca offers:
  • Preparation of the cross-border cooperation programmes including: establishing the strategic direction, specification of objectives, identifying key projects, defining critical success factors and economic and financial analysis
  • Supporting internal coordination and communication
  • Supporting the preparation of other programme documents such as the Handbook for Applicants or the Programme Complement Lite


ETC Project Development


mecca supports public bodies and other key stakeholders in developing project ideas & concepts and in searching for appropriate partners.

ETC Application


Preparation of the application can cover either solely the production of documents or additionally the coordination of communication between stakeholders to manage the project contents.


ETC Project Management


After the successful application, mecca continues its' support of the programs' implementation through taking over the overall project management (controlling of reports and deadlines, moderators, etc.).

ETC Evaluation


Starting in 2010, the mid-term evaluation of the European Territorial Cooperation Programme will begin. mecca will be offering our exptertise on the evaluations.

European Grouping of Territorial Cooperation - EGTC


EU member sates as well as regional and local public bodies face a range of challenges in implementing and administering cross-border, transnational and inter-regional cooperation. Because of this, the EGTC was established by the EU as a legal entity which provides the foundation for the establishment of joint management structures for cooperation. Local and regional authorities, other public entities or public-equivalent bodies, associations of public entities and whole EU member states can constitute an EGTC.

mecca offers:
  • Support in implementing the necessary national provisions
  • Feasibility studies
  • Support, project management and moderation during all phases of an EGTC (constitution, day-to-day business,...)
  • Information events concerning the EGTC
